This bike is likely a 1983 Peugeot - not sure of the exact letter designation, but it's a 531 steel frame'd beauty. Big one though ! (62 cc I think)

SN was read over the phone to me as:  33110402... but I think the first 3 is really a B... which would agree with this from a Peugeot related website:

"Peugeots built in France during the 1980's can be dated by year through use of
their serial numbers. Following a letter prefix, typically Y or B, the
first number of the numeral code indicates the bicycle's model year
(ex. PKN-10 #B 0667631, was built in 1980)."
